NAME: Prof. (Mrs.) O. C. Okobiah

POSITION: Vice Chancellor

Professor (Mrs) Otete Okobiah is the third Vice-Chancellor of Western Delta University, Oghara. She became the Vice-Chancellor in July, 2016. She obtained her B.Sc Biology (Carlow College, Pittsburgh, M.Sc in Rehabilitation Counselling (Southern Illinois University at Carbondale, USA). She holds a Ph.D in Guidance and Counselling from the University of Nigeria, Nsukka. Her Special Areas of interest include special population, Practicum and family Counselling.

She started her University career from the Institute of Education, University of Nigeria, Nsukka. Prof Okobiah was the Coordinator, Curriculum and Teaching Unit of the popular defunct Sandwich Programme of the Institute of Education. She moved to Delta State University in 1994/95 academic session. She was the HOD of Educational Psychology Department, Director, External Degrees Programme, HOD, Counselling Psychology, Director, Predegree, Provost, Oleh Campus of the Delta State University, Deputy Vice-Chancellor and Director of the Institute of Education. She was a member of Governing Councils of many Institutions. They are Eha-Amufu, College of Education, Alvan Ikoku College of Education and Nsugbe College of Education. Others are Bowen University, Iwo; Delta State University, Abraka and Western Delta University, Oghara.  She has supervised many Post-Graduate students (Masters and Ph.Ds). She was external assessor for Ph.Ds and Professors for Federal and State Universities. She has lots of publications to her credit.Prof (Mrs) Otete Okobiah was the National President of the Counselling Association of Nigeria (CASSON). She is a Fellow of CASSON. She is a member of many Professional Associations,; Nigeria Educational Research Association, Council of Exceptional Children, American Counselling Association and Forum for African Women Educationalists

NAME: OSAMEDE Moses Oluwashomi

POSITION: Acting Registrar

QUALIFICATIONS: B.A (Hons) Classics (1979) University of Ibadan, IBADAN.


I started my Administrative Career in Tertiary Institution from the defunct College of Education, Abraka, Delta State in 1981. The College of Education later became a Campus of Bendel State University, Ekpoma until 1992 when the Delta State University, Abraka was established.

All through this period, I held different positions in the Registry such as Admissions Officer, Student Affairs Officer, Faculty Officer, Head of Campus Registry (Oleh and Asaba Campuses) and served as Secretary to many Ad-hoc Committees.

I joined the service of Western Delta University, Oghara at inception in 2008 and rose to the position of Deputy Registrar.

I was appointed Acting Registrar in August 2019 till date.


I am a Fellow of the Institute of Corporate Administration.


I like listening to Classical Music, and reading philosophical books.
