Prof. (Mrs.) Otete Cecilia Okobiah is the Vice-Chancellor of Western Delta University, Oghara, Delta State, Nigeria.She attended Carlow College (now Carlow University), Pittsburgh, PA for a B.Sc. (Hons) Degree in Biology in 1977. Thereafter, she proceeded to the Graduate School, Southern Illinois University, Carbondale, IL, where she bagged a Master’s degree in Rehabilitation Counselling in 1978. She finally bagged a Doctor of Philosophy (Guidance and Counselling) from the University of Nigeria, Nsukka in 1989.

An erudite scholar, Prof. (Mrs.) Okobiah’s area of specialization includes: Guidance and Counselling (Domestic Abuse and Violence, Mental Retardation, Rehabilitation and Practicum Counselling).

She has a vast university teaching and administrative experience.

Prof. (Mrs.) O. C. Okobiah was appointed Professor of Guidance and Counselling in 1996 by Delta State University, Abraka, Provost of Oleh Campus of Delta State University between 2000 and 2002. She held the position of Deputy Vice-Chancellor (Administration), 2007 – 2011. She has to her credit over 48 publications in National and International Journals. She has supervised over 20 Masters and PhD Thesis and attended over 47 Conferences and Workshops.

Prof. (Mrs.) O. C. Okobiah, this erudite scholar has distinguished herself in the various positions she has had the privilege to serve. Among her numerous achievements are:

  • The first female staff on the Institute of Education, University of Nigeria, Nsukka.
  • The first female Professor of the Delta State University, Abraka.
  • The first female Professor in Agbon Clan and Ethiope West Local Government Area of Delta State.
  • The first woman Chairman of the Counselling Association of Nigeria, Delta State Branch.
  • A Trustee of the Jesse Advancement Movement.
  • Member of the Delta State Government Transition Committee (Governor Emmanuel E, Uduaghan)
  • National President of the Counselling Association of Nigeria, 2004 till date; and
  • The first female Deputy Vice-Chancellor, Delta State University, Abraka.

Her vast experience in the tertiary education sector in Nigeria includes her membership of Governing Councils of the following

  • 2009 – 2011: Member, Delta State University Teaching Hospital Management Board, Oghara
  • 2008 – Present: Member, Governing Council of Western Delta University, Oghara, Delta State.
  • 2007 – 2011: Member, Governing Council of Delta State University, Abraka, Delta State
  • 2000 – 2002: Member, Governing Council of Delta State University, Abraka, Delta State
  • 2000 – 2002: Member, Governing Council of Bowen University, Iwo
  • 1990 – 1991: Member, Governing Council of Awka College of Education, Awka.
  • 1990 – 1991: Member, Governing Council of Nsugbe College of Education, Nsugbe.
  • 1990 – 1991: Member, Governing Council of Alvan Ikoku College of Education, Owerri.
  • 1989 – 1994: Member, Governing Council of Federal College of Education, Eha-Amufu.

She is happily married to an erudite scholar, Professor O. S. Okobiah and blessed with children
